Mayor David Avila and Mayor Pro Tem Justin Beaver are selected by their peers.

On Dec. 23 at the regular Yucaipa City Council meeting, council members chose the new mayor and mayor pro tem for the city of Yucaipa. The new Mayor of Yucaipa is David Avila and the new Mayor Pro Tem is Justin Beaver.

Since 1994 and the incorporation of the city, the selection process for mayor and mayor pro tem has been that the council appoints a new mayor and mayor pro tem each year to serve a one year term. In years in which no general municipal election is scheduled, such a meeting is held the last council meeting in November with offices to be in effect in December. The nominations were postponed until Dec. 13 due to not all council members being available at the Nov. 22 meeting.

Nominations for the office of mayor and mayor pro tem may be made by any member of the council and need not be seconded in order to be effective. Each selection is by three or more affirmative votes. A council member shall not serve successive terms as mayor.

For Yucaipa, Avila has been selected by his peers as the new mayor and Beaver is the new mayor pro tem with each council member serving in this capacity for one year.

Assistant City Manager Jennifer Crawford conducted the nomination process and instructed the council of the process and said, “The nominations of the office of mayor and mayor pro tem may be made by any member of the council and need not be seconded in order to be effective.”

Crawford continued with, “Nominations will be received, following the nominations, I will read back each nomination and call for a vote. Selection shall be made by three or four affirmative votes. Also a council member shall not serve successive terms as mayor.”

Avila was nominated by Greg Bogh and Bobby Duncan was nominated by Beaver for the position of Yucaipa 2022 mayor. Avila won the nomination by a 3-2 vote to be the mayor of Yucaipa for 2022.

Crawford announced, “David Avila has been selected by a majority vote as the mayor of the city of Yucaipa, congratulations.”

Nominations for the office of mayor pro tem were opened. Duncan said, “I would like to nominate Justin Beaver as mayor pro tem.”

Crawford asked for any other nominations, hearing none, a vote was taken and was unanimous for Beaver to be appointed Yucaipa mayor pro tem. Crawford announced, “Justin Beaver has been selected by a majority vote for mayor pro tem.”

Congratulations to mr Avila. Maybe you learned a valuable lesson being part of the cabal to put the phony tax increase on the ballot that we overwhelmingly defeated because you never needed that much money for the paramedic program and wasted tax money on the performing arts center instead. Now start repaving the deplorable and disgraceful condition of the city streeets. As the mayor let’s see if you are a leader or just a small town politico.
